Terry Michael Rauch II, MBA, LLM
More Than 27 Years of Global, Cross-Sector Experience
Experience Across Government, Industry, Technology, and Global Affairs
Terry Michael Rauch II, MBA, LLM is the creator of the Talosai Risk Intelligence System. For more than 27 years, his work has involved complex international projects at the intersection of government, industry, technology, global health, investment, international development, and national security.
For more than two decades, Terry has supported projects, programs, and strategic initiatives involving various agencies and departments of the U.S. government, including the U.S. Department of Justice, U.S. Department of Defense/War, Central Intelligence Agency, and U.S. Department of State. His work has supported national security objectives, international cooperation, health security, institutional resilience, emerging technology, research, preparedness, and capacity building.
Throughout his career, he has worked across institutional, sectoral, and geographic boundaries, bringing together public-sector stakeholders, private companies, research organizations, investors, technical specialists, and international partners. This experience has given him a practical understanding of how political, economic, security, societal, health, and technological conditions interact—and how changes in one area can produce consequences across many others.
Connecting Public Priorities, Commercial Innovation, and Investment
Beyond his government-supported work, Terry has worked with several Fortune 500 companies and leaders across the venture capital community to advance emerging technologies, develop international partnerships, support market entry, connect innovators with investment and strategic opportunities, and align commercial solutions with government and national security priorities. Through this work, he has gained valuable insight into how corporations, investors, governments, and entrepreneurs evaluate risk, allocate resources, and pursue opportunities in complex international markets.
Global Experience Across Multiple Sectors
Terry’s international work has spanned developed and developing economies as well as fragile, conflict-affected, and resource-constrained environments. His projects have required navigating different political systems, regulatory structures, cultures, markets, institutional capabilities, and security conditions.
Turning Decades of Experience Into Practical Risk Intelligence
Talosai reflects lessons gained through nearly 3 decades of international and cross-sector work: country risk is dynamic, pressures rarely develop in isolation, and conventional reports often struggle to show how rapidly conditions are changing.
Terry’s experience supporting government projects, national security objectives, international development, global health, technology, investment, fragile states, and large-scale capacity building contributed directly to the conceptual foundation of Talosai.
By combining structured open-source intelligence, public-concern signals, financial indicators, historical context, artificial intelligence, and decision-focused analysis, Talosai translates that experience into a practical risk-intelligence system for organizations operating in an increasingly complex world.
